On Tuesday Virginia Lottery Executive Kevin Hall addressed the Virginia House of Delegates Appropriations Committee. During his state-of-the-lottery address, he discussed the makeshift precursor to the Hard Rock Bristol Hotel and Casino.
According to Hall, the temporary Bristol casino is likely to open in the first half of 2022.
Hard Rock and Bristol officials initially had been hoping for a late-2021 opening.
Bristols voter overwhelmingly approved casino gambling within the southwest-Virginia city. In fact, among the four VA cities that voted in favor of casinos, Bristol residents did so by the largest margin: 71% for and just 29% against.
Hard Rock Bristol, which will reside within the existing Bristol Mall, will have 350 hotel rooms and will eventually expand to 700.
Additionally, the property will have a casino, sportsbook, conference center, live-music venue, amphitheater, bars, restaurants, retail shops, spa, pool, and more.
Soon after the vote on Election Day on Nov. 3, Bristol City Manager Randy Eadsmentioned late-2021 as a possible opening date. So, too, did Bristol Vice Mayor Anthony Farnum, who said a ground-breaking could come in just six to nine months.

Hard Rock officials want to use the temporary Bristol casino as a place to train employees before the formal launch.
Additionally, the early launch would give Bristol a crucial head-start on other planned casinos in Danville, Norfolk, and Portsmouth.
The Virginia Lottery began drafting emergency casino gaming regulations in September.
Now, after a successful casino referendum in each host city, the VA Lottery Board will review and vote on emergency gaming regulations on Feb. 3.

So, how does a temporary Bristol casino fit into the timeline?
According to Hall, it’s not just casinos that must receive licenses.
That’s why the late-2021 timeline for the temporary Bristol casino opening probably won’t work.
“The statute makes a specific provision for a temporary permit for casino gaming once an applicant has been licensed,” Hall said. “So, that would occur after the background vetting of the casino operator and their key management personnel, for which we are allowed up to one year.
“I’d also mention that suppliers would also need to be vetted and licensed by the agency. That’s the companies providing slot machines – even companies that provide (playing) cards and dice. And any employees would also have had to been vetted before a temporary casino could open.”
Assuming all that happens as scheduled, when could Bristol casino patrons actually hit the slots and play table games?
Hall said the following:
“Temporary casino gaming, whether it happens in a tent or in a vacant store, also would have a requirement to install cameras so that all of the gaming activity can be monitored for safety, and all of the slot machines would have to be connected to a central gaming system so that activity can be monitored and audited. So, we think it is highly unlikely that even an operator seeking a temporary permit could actually be operating casino gaming until April of 2022 at the earliest.”
According to Hall and individual casino operators, Virginia’s first casinos will likely open between mid-2022 to early 2023.

Voters approved plans for the Hard Rock Hotel and Casino Bristol on Nov. 3, 2020. The Virgiinia Lottery is expected to issue a casino license in early 2021, which would allow construction to begin soon afterwards. The grand opening of the Hard Rock Casino Bristol would be in 2023.
Bristol is one of four Virginia cities that approved a ballot measure in the 2020 election t0 authorize a casino in its city. The Virginia gambling law passed by the state general assembly in March 2019 and later signed by the governor granted the casino decision to Bristol residents.

Hard Rock Casino Bristol will be a partnership between Hard Rock International and the Bristol Resort & Casino. Hard Rock International is owned by the Seminole Tribe of Florida.
If approved, the Hard Rock Casino Bristol would be built on the site of the former Bristol Mall property. Construction is expected to take 18 months after groundbreaking.

Voters in Bristol, Virginia yesterday approved a ballot referendum to build a $400 million Hard Rock Hotel & Casino at the former Bristol Mall. The vote was 71% in favor.
The Hard Rock Hotel & Casino Bristol will feature 1,500 slot machines, table games, seven restaurants and bars, a convention center and a hotel with 600-1000 guest rooms. There will also be a live entertainment venue and a family entertainment arcade.
The next step is for Hard Rock to apply for a casino license from the Virginia Lottery Board after the state gaming regulations are completed.
The Seminole Tribe of Florida owns Hard Rock International, which is a parner in the Hard Rock Casino Bristol and will manage the all operations of the casino and the hotel.

If the Hard Rock Hotel and Casino planned for Bristol, Virginia is approved by voters tomorrow, Hard Rock will build a temporary casino to operate until construction is finished on the main facilities in late 2022.
The temporary casino will feature 600-700 slot machines, 24 gaming table and a sportsbook. There will also be a restaurant, coffee shop and 2-3 bars.

A coalition of Bristol businesses has announced support for the Hard Rock Casino project and the 'Vote Yes For Bristol' ballot referendum. The coalition is named 'Small Businesses for Bristol' and includes 25 local businesses and the Bristol Chamber of Commerce.

The 'Vote Yes For Bristol' ballot measure will ask voters the following question:
'Shall casino gaming be permitted at a casino gaming establishment in the City of Bristol, Virginia, at 500 Gate City Highway, Bristol, Virginia 24201 (former Bristol Mall) as may be approved by the Virginia Lottery Board?'
The Hard Rock casino project is expected to create 2,000 full-time jobs and another 1,500 indirect jobs. Hard Rock employees will earn an average compensation of $46,500. The casino is also expected to draw 4 million tourists to Bristol each year.

The Bristol City Council unanimously approved a resolution last week seeking to add a voter referendum on the Hard Rock Casino plan for Bristol on the ballot for the upcoming Nov 3 general election.
Per the council's resolution the election ballot will read
'Shall casino gaming be permitted at a casino gaming establishment in the City of Bristol, Virginia at 500 Gate City Highway, Bristol, Virginia 24201 (former Bristol Mall) as may be approved by the Virginia Lottery Board?'
The Bristol city attorney has filed this resolution of the city council with the Bristol Virginia Circuit Court, which is responsible for placing local referendums on the election ballot.

The Virginia Lottery Board has OK'd plans for the proposed Hard Rock Casino in Bristol. The board's action paves the way for a November 3 ballot referendum to allow Bristol residents to vote for or against the casino plan.
The next step will be for the Bristol City Council to pass a resolution requesting the Circuit Court add a voter referendum on the casino to the Nov 3 ballot.
If the ballot referendum is approved by voters, Hard Rock Bristol plans to build a casino with 2,700 slot machines, 100 table games, and a sportsbook. The plan includes a 750-room hotel, 7 restaurants, four bars, retail space and a 50,000-sq-ft convention space. An outdoor entertainment venue will accommodate 20,000 guests, and an indoor entertainment venue will seat 3,200 guests.
